You'll never use anything bigger than Standard Missiles on a Kestrel, nothing bigger will fit, so go with those, if you cant fit them all..train more skills :)

If you have decent drone skills, then by all means, go for torps, 2x painted torps will work great on all but frigs, and drones handle those anyway.
